Global Council for Cluster Excellence & Research is a section 8 organization based out of India with board & council member representation across the world.

To support the sustainability and growth of MSMEs by addressing common issues such as improvement of technology, skills and quality, market access, access to capital and through making clusters and innovative networks across the world;

To develop and provide a number of services for the clusters and innovative networks in order to ensure optimum working conditions. By means of competence development, and by assisting the clusters and networks on operational and administrative tasks, we aim to make it easier for the clusters and networks to focus on matchmaking and networking nationally and internationally;

To strengthen cluster management excellence and facilitate exchanges and strategic partnering between clusters and specialised eco-systems across world, including through implementing new “Global Cluster Exchange” programs and schemes. As high-quality cluster management and strategic connections between clusters are key elements of world-class clusters, the action aims to foster SME competitiveness and assist companies to successfully access global markets by exploiting the innovation and growth potential that clusters can offer;

To enhance the collaboration, networking and learning of cluster organisations and their members towards the professionalization of specialised and customised business support services provided or channelled to SMEs. This shall further contribute to strengthen ties between global ecosystems across regional and sectoral silos with the view to support a sustainable inter-regional partnering process and joint actions for strategic collaboration in various industrial specialization areas linked to industrial modernisation and improving their business environment;

To build, promote, operate and maintain various product development and research hub which the students, members, entrepreneurs, and industries may access easily. They can finish the complete product development process namely, Concept, Prototype, Testing, and Production, the four stages of product making process;

To foster cluster excellence capacity-building and to promote cross cluster learning in order to help cluster organisations and their members to acquire the necessary skills and take actions to explore and take up new solutions. This shall address training and business needs along the value chain that require SMEs and cluster managers to adapt to trends, challenges and opportunities that come along with industrial change. This shall also include the development of strategic approaches and plans for a better cooperation at regional, national and Global level to address innovation, growth and globalisation challenges that SMEs face.

To promote, establish, operate and manage multiple global virtual industry cluster under the Brand Name of NISTTHA i.e National Initiative for Social, Technological and Trades Holistic Advancementacross India and Abroad. To engage/invite and assist the services of cluster development resources (CDRs) for the operation, management, and promotion of cluster excellence, research and related skills on payment of fees or remuneration of honorarium or otherwise;

The Global Clusters create conditions especially favorable for the development of enterprises from the industry in the region, by providing knowledge, supporting innovation, stimulating cooperation between companies and institutions, as well as executing common goals of the cluster’s participants.

A globally recognized, innovative, and attractive cluster, integrating business and science partners in terms of common actions at the support of the regional authorities and business surrounding, as well as working with other global partners.

Cluster management can be defined as the organisation and coordination of the activities of a cluster in accordance with certain strategy, in order to achieve clearly defined objectives. Cluster management represents a continuous activity of a cyclical nature. It is a complex, interactive, non-linear process. Different activities are thus likely to take place simultaneously.

The main stages of the cluster management cycle: (1) Define; (2) Design; (3) Implement, (4) Monitor, (5) Evaluate, and (6) Revise.

Define Cluster vision, management mission, strategy, objectives, key performance indicators, key uncertainties

Design actions, communication platform, monitoring and evaluation systems, agreements with stakeholders

Implement actions as designed (e.g., networking, providing information, lobbying, collaboration, education, cluster promotion)

Monitor implementation (i.e, collect and record information on key performance indicators, review progress, identify problems in planning and implementation)

Evaluate the results (i.e, determine the purpose of evaluation, identify key evaluation questions, facilitate the evaluation process (in case of external evaluation), analyze the results)
